  2. They should have FOIPed the lease and receipts.

    FOIPP 92(1) A person must not wilfully
    (e) alter, falsify or conceal any record, or direct another person to do so, with the intent to evade a request for access to the record,
    (g) destroy any records subject to this Act, or direct another person to do so, with the intent to evade a request for access to the records.
    {$10,000 fine)

    You could still do that. They would have to explain to the OIPC investigator how both copies of the lease vanished.

    Also, when is no longer any litigation or prosecution, there are not many reasons they can refuse to disclose.
